Minutes of Regular Meeting

The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Rajewski, Witherspoon, and Williams present.  Absent: Christiansen.

 

The minutes of the regular July 10, 2017, Board meeting were accepted as presented.

 

The financial report was given by Treasurer Williams.  

 

Public comment was heard regarding the need to clean up debris at the Lake Michigan end of Mercer and suggesting that the Boy Scouts be able to assist.  Randy Holecheck will follow up on clearing the debris.

 

Witherspoon presented a 10-page "Charlevoix Township FOIA Procedures and Guidelines," and indicated that MTA provided the template and encouraged all townships to adopt the guidelines.  She pointed out that the guidelines include charging labor costs at the hourly wage of the lowest-paid township employee capable of doing the work, which is $15.00 per hour for Charlevoix Township. Additionally, the guidelines include charging 10 cents per page for copies of records.  After further discussion, Williams made the motion, with Rajewski supporting, to adopt the "Charlevoix Township FOIA Procedures and Guidelines," and charging $15.00 per hour and 10 cents per page when providing records under a FOIA request.  Motion carried unanimously. Supervisor Center presented an "Alley License Agreement" between the Township and Lane and Pam Beatty regarding applying blacktop to the alley that runs between Mercer and Pearl. Center indicated that the Township does not want to be responsible for repairing the blacktop should it need to be dug up for any problems in the future, and the Agreement includes the procedures to be followed to correct any issues that may come up.  The Agreement also is conditioned upon Mr. and Mrs. Beatty obtaining a drainage study before the surfacing may take place.  After further discussion, Witherspoon made the motion, with Williams supporting, to enter into the "Alley License Agreement" with Mr. and Mrs. Beatty.  Motion carried unanimously.   (M-52-17)

 

Rajewski made the motion, with Williams supporting, to allow the Clerk to pay bills presented and appropriated. Motion carried unanimously.   (M-53-17)

 

Public comment was heard regarding repairing the boat launch dock this fall, which was destroyed by lake conditions.  Supervisor Center stated that the Township does not have the funds available this fall but that the Township will hire an engineering firm in the spring to design a proper dock which will withstand Lake Michigan wave action.

 

Rajewski announced that the Planning Commission will be meeting on August 16, 2017.
