Minutes of Regular Meeting

January 9, 2017

The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Rajewski, Christiansen, and Witherspoon present.  Williams absent.

 

The minutes of the regular December 12, 2016, Board meeting were accepted as presented.

 

The financial report was given by Supervisor Center.

 

Fire Chief Dan Thorp reminded the Board that their annual dinner is January 14, 2017, at the Weathervane.  He also informed the Board of quotes he received for repair work to be done on two trucks.  After discussion, Rajewski moved, with Witherspoon seconding, that the quote of $4200 for painting of truck #5611 be approved. The Motion carried unanimously.  (M-01-17).  After discussion, Rajewski moved, with Witherspoon seconding, that the quote of $5700-6500 for repairs to truck #5602 be approved. The Motion carried unanimously.  (M-02-17)

 

Public comment was heard regarding repairs scheduled for Waller Road this spring.

 

Supervisor Center presented the Board with correspondence from the Charlevoix Cheboygan Emmet Office of Emergency Management which included a proposed "Resolution Adopting the Charlevoix, Cheboygan and Emmet County Hazard Mitigation Plan," which has been adopted by all three counties and must be adopted by all townships.  After discussion, Christensen moved, with Rajewski seconding, that the Township adopt the resolution.  The Motion carried unanimously.  (M-03-17)

 

After discussion, Rajewski moved, with Witherspoon seconding, that Mike Jarema be reappointed to the Charlevoix Hospital Finance Authority for a five-year term expiring December 31, 2021.  The Motion carried unanimously.  (M-04-17)

 

Township Attorney Harry Golski presented the Board with a draft of the contract proposed to begin discussions regarding the Township providing fire protection services for the City of Charlevoix.  Golski reminded the Board that the contracts with Hayes and Marion Townships are very similar and that those contracts have previously been reviewed by insurance and state officials.  Discussion followed and included comments by Fire Chief Thorp and other firefighters regarding the condition of the City's equipment, the benefit to both municipalities, potential expenses for equipment repairs, routine maintenance, etc.  Supervisor Center will meet with the City Manager to present the initial draft of a contract and begin negotiations.

 

Rajewski moved and Christiansen supported a motion to allow the Clerk to pay bills presented and appropriated. Motion carried unanimously.   (M-05-17)

 

Rajewski reported that the Planning Commission is tentatively scheduled for January 18.
