The Charlevoix Township Board meeting was called to order by Supervisor Center with

Board Members Rajewski, Christiansen, Witherspoon, and Williams present.

 

The minutes of the regular May 8, 2017, Board meeting and May 17, 2017, Special

Board meeting were accepted as presented.

 

The financial report was given by Treasurer Williams.  Williams indicated that there was an error in Rajewski's salary as adopted in Resolution #17-006 at the Special Meeting held on May 17, 2017, and that a new resolution will be adopted at the budget hearing. Williams explained the new annual budget approval procedure, which will include presenting the proposed budget annually at the regular June Board meeting, followed by a separate budget hearing to be held annually near the end of June to approve the budget.  Williams also indicated that she is working with the Township's CPA to create a monthly financial report which will be available at each meeting and that a separate bank account is being established for the fire department.  Witherspoon made the motion, with Rajewski supporting, to hold the annual Township Budget Hearing on June 29, 2017, at

10:00 a.m. Motion carried unanimously. (M-26-17)

 

Public comment was heard regarding the financial report.

 

Water Department Supervisor Holecheck presented bids for servicing generators and for the engineering fees and construction expenses involved in running a new feed. After discussion, Rajewski made the motion, with Williams supporting, to accept the North Country Power bid of $700 to service the generators. Motion carried unanimously.    (M-

27-17).   Christensen made the motion, with Witherspoon supporting, to accept the

$5,000 bid from Performance  Engineering and the $53,055 bid from Matt's Underground to run a new water line.  Motion carried unanimously. (M-28-17).

 

Fire Chief Dan Thorp updated the Board on future equipment and facility needs, and he presented bids for tanker tire replacements and fire department shirts.  After discussion, Rajewski made the motion, with Williams supporting, that the bid for $1,230 be accepted for tires. Motion carried unanimously. {M-29-17)  Williams made the motion, with Rajewski supporting, that the bid of approximately $1500 be accepted for fire

department shirts.  Motion carried unanimously. (M-30-17)

 

The Board discussed a compensation policy regarding the new full-time employee position when he attends after-hours emergency calls. Williams made the motion, with Christensen supporting, that the employee will be paid for after-hours calls at the same rate the volunteers are paid. Motion carried unanimously. (M-31·17).

 

Under old business, the Board decided that the trees being moved from Boss

Landscaping will be transplanted  near the Township Hall and picnic areas.

 

Invoices for dues were received and discussed from NLEA and MTA.   Williams made the motion, with Witherspoon  supporting, to pay the annual NLEA dues of $3,000.  Motion carried unanimously.  (M-32-17). Witherspoon made the motion, with Rajewski supporting, to pay the annual MTA dues of $2,579.08.  Motion carried unanimously. (M-

33-17).

 

Dave Gallinat presented the Board with information regarding the pickle ball courts. The

Board gave Mr. Gallinat permission to install draw-down cords on the nets.

 

Sally Sippel! asked the Board to support Hayes Township's request to Charlevoix County that improvements be made to the Pine Point beach parking area. The Board indicated that they will support it if Hayes Township presents Charlevoix Township with something in writing to present to the County.

 

Witherspoon presented Township Resolution #17-002 (attached) regarding a grant request for the purchase of a new voting system.  After discussion, Williams made the motion, with Rajewski supporting, that Resolution #17-002 be adopted. Motion carried unanimously.  (M-34-17)

 

Charlevoix Community Pool requested that the Township sponsor their 2% Tribal grant application.  Williams made the motion, with Rajewski supporting, that the Township sponsor the application. Motion carried unanimously.  (M-35-17)

 

Witherspoon presented MTA correspondence  which included "Principles of Governance" that the MTA encourages all municipalities to adopt.  After discussion, Witherspoon

made the motion, with Rajewski supporting, that the "Principles of Governance be

adopted.  Motion carried unanimously.  (M-36-17)

 

Rajewski made the motion, with Williams supporting, to allow the Clerk to pay bills presented and appropriated. Motion carried unanimously.                             (M-37-17)

 

Public comment was heard regarding future fire department building plans, traffic and littering complaints, and destruction occurring around the Mt. McSauba beach access.
