Minutes of Regular Meeting

The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Rajewski, Christiansen, Williams, and Witherspoon present. 

 

The minutes of the regular January 9, 2017, Board meeting were accepted as presented. The minutes of a special meeting of the Board held on January 24, 2017, were accepted as presented.

 

The financial report was given by Treasurer Williams.

 

Fire Chief Dan Thorp submitted a bid for architectural drawings for the property located at Martin and Waller for a new fire department building, which will be discussed at the next Board meeting. He informed the Board that he is in discussions with Hayes Township and 911 regarding the need for a shelter to store a second truck in Hayes Township. He also presented the cost for housing 4 fire department personnel on the north side of town at American Inn for the time period that the bridge will be closed at night. After discussion, Rajewski moved, with Williams seconding, that the Township authorize the expense of approximately $1,320.  The Motion carried unanimously.  (M-06-17) The Board agreed to discuss compensation for the personnel involved after the bridge has been reopened at night.

 

Emily Selph addressed the Board for the Charlevoix County Leadership group regarding their project to install "boot brushes" in various locations in the county that include signage to educate the public regarding invasive species. She proposed that the Township install one near a trailhead at the North Point Preserve, at a cost of $525. After discussion, Rajewski moved, with Witherspoon seconding, that the Township authorize the expense of approximately $525.  The Motion carried unanimously.  (M-07-17)

 

Supervisor Center presented the Board with bids from American Waste for $45 per compacted yard of spring trash pick-up and from Willcome Tree Service for $100 per hour for two men, a truck, and a chipper for spring chipping pick-up.   After discussion, Rajewski moved, with Williams seconding, that the Township accept both bids.  The Motion carried unanimously.  (M-08-17) The dates were tentatively set for May 8,9,10 for trash pick-up and the week of May 22 for chipping.

 

Supervisor Center informed the Board that engineer Jim Vanek estimated that the cost of repairing and resurfacing Raspberry Lane due to water damage would be approximately $31,200.  After discussion, Christensen moved, with Rajewski seconding, that the Township authorize the project.  The Motion carried unanimously.  (M-09-17)

 

The City Fire Protection contract was discussed, and Supervisor Center explained how the dollar amounts were calculated. The existing City Fire Department facility will be utilized as a Township substation, and City personnel will continue to test and maintain the City's equipment.  After discussion, Williams moved, with Witherspoon seconding, that the Township ratify the contract.  The Motion carried unanimously.  (M-10-17) The Board further discussed that the Township will be hiring a full-time fire department employee to assist with administrative duties.

 

Witherspoon informed the Board that the Township has received a communication regarding the 2020 Census.

 

Luther Kurtz addressed the Board on behalf of the community bicyclists supporting changes to the M-35 Wheelway, which runs through the Township and the City of Charlevoix.  He indicated that MDOT requires resolutions from the municipalities to approve any modifications to the Wheelway. The Board agreed to prepare a resolution for authorization at the next meeting.

 

Public comment was heard regarding poor water quality, and the resident was informed that Township personnel would address it immediately.

 

Rajewski moved and Williams supported a motion to allow the Clerk to pay bills presented and appropriated. Motion carried unanimously.   (M-11-17)

 

Rajewski reported that the Planning Commission meeting is scheduled for March 15, 2017.
