Minutes of Regular Meeting

The Charlevoix Township Board meeting was called to order by Supervisor Center with Board Members Rajewski, Christiansen, Williams, and Witherspoon present. 

 

The minutes of the regular April 11, 2016, Board meeting were accepted.

 

The financial report was given by Treasurer Williams.

 

Corey Wells from the Fire Department asked the Board to consider purchasing a private radio channel and upgraded equipment for the Township rescue personnel at an approximate cost of $3,600.  The matter was tabled.

 

Performance Engineering presented a plan for repairing the existing boat launch ramp on Lake Michigan and estimated the cost to be approximately $20,000 not including a dock.  He indicated that the DEQ permit process could take several weeks. Public comment and questions were heard regarding adding a dock, a designated parking area, and a faster timetable for the project.   Aaron from Performance Engineering was asked to assist in obtaining dock estimates.  After discussion, Rajewski moved and Witherspoon supported a motion to pursue upgrading the boat launch project at a cost not to exceed $20,000.  Motion carried unanimously. Supervisor Center presented Rieth Riley's bid of $166,391 for the cost of repairs to a section of Mt. McSauba Road between Division and Pleasant, which was lower than the County engineer's estimate.  After discussion, Christensen moved and Rajewski supported a motion to accept the bid.  Motion carried unanimously. (M-12-16)

 

Center presented the County engineer's estimate of $246,000 for repairs to 1.55 miles of Waller Road.  The issue was tabled.

 

A $2,100 bid for treatment of the Ash trees was presented.   Supervisor Center indicated that the trees had been treated two years ago and that most are still doing well.  He also obtained a second opinion and was told that the trees will die if not treated.  After discussion, Witherspoon moved and Williams supported a motion to accept the bid.  Motion carried unanimously. A forest management plan for the North Point Preserve was discussed.  Center indicated he walked the paths with a forester, who will prepare a proposal for the Township.  The issue was tabled.

 

A $2,000 bid for annual maintenance of the US-31 South wildflower gardens was reviewed, which is the same bid price as received in 2015.  Center pointed out that the actual cost for 2015 was approximately $1,100.  After discussion, Rajewski moved and Williams supported a motion to accept the bid.  Motion carried unanimously. Two bids for maintenance and repair of the tennis courts were reviewed.  Martin's bid of $18,960 included redoing two courts and repairing two courts.  Hentco's bid of $11,956 included repairing four courts.  Hentco will be contacted to prepare a bid which will include redoing two courts and repairing two courts.  Matter tabled.

 

Willcome Tree Service submitted a bid of $100 per hour for their equipment and two men for the annual brush chipping contract, to start June 6, 2016.  After discussion, Williams moved and Witherspoon supported a motion to accept the bid.  Motion carried unanimously. (M-15-16)

 

 

Supervisor Center stated that Darren Klooster had requested permission to open a tent in the K-Mart parking lot again this summer to sell fireworks for the time period June 23, 2016, to July 5, 2016.   Noting that the Township Planning Commission had approved this business use last year, the Township granted Mr. Klooster's request.

 

Christiansen moved and Williams supported a motion to allow the Clerk to pay bills presented and appropriated. Motion carried unanimously.   (M-16-16)

 

Rajewski announced that the Township Planning Commission is meeting May 18, 2016.
